Well that was odd, I came back from lunch to discover that whenever I tried to create either a new tab in IE7 or open a new window I got "File Download" dialogs asking me to download navcncl and tabswelcome. A quick google search directed me to a solution for Vista, which did the trick for me on XP as well.
